For much better voices, download them on the iPad: Settings → Accessibility → Spoken Content → Voices → English, then pick voices marked Enhanced or Premium (Evan, Nathan, Zoe, Ava, Nicky, Joelle, Noelle, Tom). Wi-Fi is only needed for the download.
